Paraphrase telegram from the Governor of Hong Kong to

the Secretary of State for the Colonies.

Canton situation, Repeated to Peking No. 18.

His Majesty's Minister at Peking has repeated

to ne Foreign Office telegram No. 270 of the 21st September and I discussed it yesterday with Brenan who is on a visit to me and with Luard, Stirling, Hallifax, Kemp and Southern, Apart from Brenan who will telegraph his own views te Foreign offics we unanimously concur in the following message.

(1) It is possible that the military situation both in Kiangel and on the Yangtze may develop to the advantage of the Cantonese and delay involves great riska, The longer we delay the more likelihood there is of Russlan ships reaching Centon with warlike supplies. Moreover we believe that the boycott will not end this month or next

unless we make a show

It is understood that

H.M.S. "Hermes" can reach Hong Kong by October the 12th. We should be glad if her voyage could be expedited since she will add very materially te our strength. Te

recommend that all preparations should be made for

presentation on October the 11th of ultimatum te Canton

completely Government should the boycott not have been removed en

or before October the 10th, The action te te taken after

expiry of ultimatum should be as recommended in my telegram

of the 19th September, Stirling and Luard concurred

in this telegram at the time and Foreign Office telegram

No. 270 has not led to any modification in their viewE, T (2) I should like to draw your attention to the following points regarding Canton proposal for increased taxation (a) it would be te our interest to keep the removal of the boycott separate from the taxation issue.
